Is the Shockwave Blade Protector Legal

I am just wondering if the ATF has changed its definition of “pins” again.

I have a blade stabilizer that I attached to a Ruger charger using the copper adapter. I want to make sure I follow the ATF rules, which are quite verbose and difficult to understand. Can the buffer tube be drilled, drilled and tapped on the back pin and added Shockwave blade? Can I assume it even after making this change?
